										<content:encoded><![CDATA[<p><em>[CRIMASREX, 20 September 2021] Official launch of the 3-day <strong>CRIMARIO &#8211; MASE Regional Maritime Exercise</strong> &#8211; CRIMASREX on Monday 20 September 2021, held virtually in the presence of Mr Raj Mohabeer, Officer in charge at Indian Ocean Commission (IOC), and Martin Cauchi-Inglott, CRIMARIO Team Leader. Conducted by EU CRIMARIO project in close collaboration with the EU-funded MASE programme led by the Indian Ocean Commission, this command post tabletop exercise (CPX/TTX) brings together, 16 agencies from Western Indian Ocean States and EU Naval Force (EU NAVFOR) Somalia Operation ATALANTA. Focused on information exchange and coordination of responses during a health crisis at sea, the Tabletop Exercise aims at improving strengthening Maritime Domain Awareness (MDA) and interoperability between agencies.</em></p>
<p>The IOC welcomes this important regional exercise. And encourages the MASE agreement signatory States and neighbouring countries, to make the most of the exercise by examining their readiness, and ability to share and exchange information, reacting in a timely manner, implementing initial responses and promote regional coordinated operation at sea through the CRIMARIO-MASE Regional Exercise 2021/01 (CRIMASREX 21/1). The command post tabletop exercise (CPX/TTX) is focused on a crisis at sea triggering multiple health-related and Search and Rescue operations. Feedback and lessons learnt generated from the exercise will support all participating bodies in developing effective national and regional maritime security strategies, related policies, and enhance existing standard operating procedures (SOP).</p>
<p>The<strong> 7 participant countries</strong> &#8211; Comoros, France/La Réunion, Kenya, Madagascar, Maldives, Mauritius, Seychelles – have instructed their relevant agencies to participate: besides the two regional maritime centres (RMIFC and RCOC), the participants belong to National Maritime Centres, Coast Guards, Navies, Maritime Affairs, Maritime Rescue Coordination Centres (MRCC), and Health Services.</p>

										<content:encoded><![CDATA[<p>Olivier Bézier, CRIMARIO Training and Capacity Building component manager, organized and conducted a Command Post Exercise (CPX) focused in drug trafficking to the primary benefit of <a href="http://crfimmadagascar.org/en/" target="_blank" rel="noopener noreferrer">RMIFC</a> in Antananarivo and <a href="https://twitter.com/rcoc_center" target="_blank" rel="noopener noreferrer">RCOC</a> in Mahé. A third player joined the exercise, <a href="http://police.govmu.org/English/Organisation/Branches/Pages/National-Coast-Guard.aspx" target="_blank" rel="noopener noreferrer">Mauritius Coast Guard</a>. From 10 to 13 June, the teams were given a drug case study in western Indian Ocean, they exchanged information and set up an action plan in response to the threat, by using IORIS as the primary communication tool.</p>
<p>A white cell from the CRIMARIO team was deployed inside the RMIFC during the exercise (Guillaume Remusat, from Azimut200) and the exercise was conducted from France.</p>
<p>The STARTEX message was sent at 07:00 (UTC) on June 11th by RMRCC Mombasa. The ENDEX message was sent at 14:02 UTC on June 12.</p>
<p>During these two “livex” days, the three teams acted as they would do on a real drug situation; they shared messages and reports on vessels, sort out a list of suspects and issued a coordinated action plan in response. Thursday 13 was the debrief day.</p>
<p>This kind of exercise will help the newly appointed centres to build their doctrine and SOPs. Each centre has a different but complementary role: RMIFC gathering and analysing data and RCOC coordinating the regional response.</p>
<p>In conclusion CRIMARIO supports the efforts of the two regional maritime centres and joint national centres to develop their full operational capacity.</p>
<p>This exercise was the first of a series. The next one will be conducted to the primary benefit of Mauritius, from 26 to 29 August with the participation of RMIFC and RCOC. This time, one white cell will be deployed in RCOC, and another at Mauritius CG.</p>

										<content:encoded><![CDATA[<p><strong>Every day thousands of maritime data are collected and stored from various sources, but they need to be selected, shared and formatted for being understandable and become a genuine maritime surveillance tool. With the EU CRIMARIO project, with the collaboration of the Regional Maritime Information Fusion Centre (RMIFC) eleven professional of Madagascar strengthened their skills in maritime data visualisation from 30 January to 10 February in Antananarivo.</strong></p>
<p>For any State, it is important to ensure maritime security and safety in its waters and how to contribute to those on the high seas. <strong>The exchange of information</strong> is crucial for ensuring an efficient action of the State at sea. At first, the exchange must be effective between the various agencies (Transport, Navy, Police, Environment, Coast Guard, Fishery, etc.) because not all events at sea are related to only one Ministry. Secondly, the exchange is built between partner States within regional cooperation because the high seas, as international area, must not host offender and criminals.</p>
<p>Exchange of maritime information is in the heart of EU CRIMARIO action. Its training activities implemented in the region aim to strengthen the skills of the coastal States of the Western Indian Ocean. <strong>From January 30th to February 10th,</strong> eleven professionals from Madagascar intensively manipulated ship positioning data, reprocessing them using spreadsheet, database and mapping software (GIS). With those good computer skills, they are now able to select the relevant data, to map the vessel movements, and to analyse their tracks. These professionals were selected after tests, passed during a first session, held in Antananarivo last December.</p>
<p>After this second session, some participants who succeeded the tests will be selected <strong>for becoming trainers</strong>, during a specific session from 20 March to 7 April 2017 in Madagascar.</p>
<p>The objective of this curricula is that Madagascar has a pool of specialists able to <strong>identify suspicious ship behavior</strong>, verify and share it at the national and / or regional level, and then alert those responsible.</p>
<p><strong>The 11 participants</strong> belong to the various agencies involved in the action of State at sea in Madagascar: State Department in charge of Sea; Geographical Institute (FTM); Ministry in charge of presidential projects and Country planning; Fishery Surveillance Centre; Regional Maritime Information Fusion Centre (RMIFC); Ministry of National Defense; Customs Directorate.</p>
<p>CRIMARIO works in close collaboration with <strong>RMIFC</strong>; the mission of this centre is to gather, analyze and fuse maritime information in order to anticipate maritime risks and threats in the west coast of the Indian Ocean.</p>
<p>In 2017 a second curricula, focused on <strong>analysis of maritime data</strong> will be launched by CRIMARIO to the benefit of Madagascar.</p>
